Arguments:

`Silent`	- is one of `silent` or `error`
`URL`	- is the address of the SPARQL server
`Prefixes`	- is a list `Prefix-URL`
`Bindings`	- is a list `VarName=Var`
`QText`	- is a string holding the remote query
